I have the honour to transit for your

favourable consideration the enclosed copy of a detailed

scheme which has been drawn up by the Principal Civil Medical

Officer in respect of his proposal to adopt certain rules to

regulate the salary and service of Chinese Medical Officers

in the Service of this Government. His scheme is based upon

that which is now in force in the Federated Malay States, and

is similar, I understand, to that in use in the Straits

Settlements.

2.

The Principal Civil Medical Officer points

out that among other advantages of the scheme the licentiates

would be bound under an agreement to serve the Goverment for

a term of years, that they would probably marry and settle

down, and that the cost to Goverment in respect of their pay

would be only a quarter or a third of the cost of engaging

Medical men from England.

3.

The salaries mentioned in the scheme are

not too large, as there is a very considerable demand for the

services of men with similar qualifications outside the

Government Service; and it was owing to the lack of sufficient

inducement to remain within the Colony that several of the
